It can be paradoxical. The most vocal person, who is out in front, seemingly taking charge of a situation, may not necessarily be the most courageous. There are those who like an audience, who like to lead, and may step forward in a difficult situation. However, a more powerful demonstration of courage can happen behind closed doors, or within yourself.
When faced with a challenging situation, where there is always the option to cut your losses and move on, deciding to hang in there and persevere, can be a sign of courage. Being able to confront your true self, time and time again, and to continue the process of self-love and self-acceptance, is also a sign of courage.
Essentially, courage is more about moving beyond your fear and discomfort, and to try again after a failure. It is a vulnerable experience, but it is also an opportunity for growth, and to become stronger and more resilient than you had been before.
Best wishes and have a great day!
