There is a clear distinction that must be made between an apology and an excuse.
An apology is a public expression of regret about the error that was made; while an excuse attempt to lessen the blame or to justify a behaviour. In other words, an apology is an admission of an error, and the expressing of regret about the error, which could extend to the results that might have followed. An excuse seeks to justify the error, and/or to deflect blame for the consequences that followed, due to the error that was initially made.
Essentially, one comes across as a cowardly act; the other, a sign of maturity and an important step towards greater self-responsibility. As we expand our horizons and take on more responsibility for our actions, this is a very important distinction to bear in mind.
